This research presents four studies that developed and validated the Organizational Climate Perception Scale for Public Service (OCPS-PS). The first qualitative study consulted the literature and conducted a focus group to develop the initial version of the scale. The second study involved expert evaluation and pre-testing, aiming at the semantic and face validation of the items. This study resulted in 80 items forming the thirteen dimensions of organizational climate. The third study obtained the first quantitative sample for the exploratory validation phase of the scale. The final study, using a new sample, conducted confirmatory tests for the validation of the scale. A methodology for applying the scale was developed, allowing all interested parties to use the OCPS-PS for the assessment of the organizational climate in public service. The results of the four conducted studies indicate the adequacy of the OCPS-PS according to the proposed criteria of validity and reliability. Finally, the OCPS-OS was built to be applied in different public organizations and at different government levels.

In recent years, there has been an increasing amount of research analyzing open government initiatives that enable access to the information held by public bodies, promoting accountability and the fight against corruption. As there are few studies on intermediate governments to date, this research focuses on this level of government in Spain, one of the most decentralized countries in the world. The autonomous communities in Spain manage over 35% of consolidated public spending and are responsible for providing most social services, including health, education, and social services. To achieve this goal, the perceptions of the seventeen heads of open government in Spain’s autonomous communities were collected through a questionnaire. This approach fills a research gap as individuals outside of public administration have made the previous assessments. By allowing for a comparison with the conclusions reached by prior research, this study contributes to the creation of new knowledge. The study’s results are consistent with previous research and suggest that the open government in Spain is positively regarded, not falling below the European or global averages, and has a promising future despite significant obstacles, such as a resistance to change. Transparency is the most developed aspect of open government, while citizen collaboration ranks last. The autonomous communities of the Basque Country, Aragon, Castile Leon, and Catalonia have been identified as the most advanced in terms of open government. The analysis did not reveal any gender-based differences in opinion. Still, it did show variations based on age, the size of the autonomous community, or membership to the most developed group. Therefore, it is evident that promoting open government in the autonomous communities of Spain should continue.

E-leadership (i.e., remotely leading employees) has become a new normal in the public sector during the pandemic. However, practices of e-leadership differ due to legal, national and even organisational conditions. A deeper analysis is needed to understand what has happened with leadership practices in municipalities after the COVID-19 pandemic. The aim of the article is to reveal the main challenges of e-leadership in the post-pandemic municipal administrations and to identify e-leaders’ approaches (how they should act) in this context. A qualitative method of online focus groups was used to analyze specifics of the post-pandemic e-leadership in municipal administrations. The research was conducted in Lithuanian, Latvian and German municipal administrations. It was revealed that the use of remote work and e-leadership in municipal administrations after the pandemic heavily depends on the attitudes of supervisors toward work productivity. In addition, ensuring effective digital communication as well as managing social contacts and maintaining team spirit become challenges for e-leadership in municipalities after the pandemic also when remote work is reduced.

Given the ever-changing world of technological advances, and due to the fact that business entities strive for efficiency and cost reduction, open innovation (OI) has become the focus of academic and scholarly discussions. Furthermore, to increase their competitiveness, small and medium enterprises (SMEs) have started implementing OI practices. This study aims to investigate the impact of SMEs’ internal organizational practices on OI and the impact of the latter on SMEs’ business performance. This quantitative study, which was based on gathering insights from SMEs, sought to answer two research questions related to the effects of organizational practices on the adoption and management of OI processes in SMEs and the role of OI in accelerating the business performance of SMEs. The findings revealed that not all SMEs’ internal organizational practices have a positive impact on both OI and SMEs’ business performance. This study is among the earliest studies in the UAE and GCC region to explore the impact of specific internal organizational practices on SME OI adoption and its business performance. The present study contributes theoretically and practically to OI literature and assists SME managers in evaluating their internal organizational practices’ suitability for OI adoption.

Gamification involves integrating game mechanics into non-game environments such as business intranets, online communities, websites, and learning management systems to boost participation. Its aim is to actively engage employees, customers, and other stakeholders, fostering collaboration, sharing, and interaction. Gamification is a relatively unfamiliar term in Slovenia. The objective of this study is to investigate the influence of gamification on Slovenian consumers, specifically how it affects the online shopping process and user engagement during purchases. To test the hypotheses, we used appropriate statistical tools: chi-square, Friedman, and Wilcoxon tests. The findings indicate that gamification’s strongest influence is not on the post-purchase evaluation phase but rather on the alternative evaluation phase. It is interesting that highly rated reviewers significantly influence product purchases in online stores, while consumers are unwilling to increase their spending on online purchases in exchange for gamification-related benefits.

Agro-investment in the fourth industrial revolution will be an imperative driving factor and a sacrosanct enabler for small farm business entrepreneurs to participate holistically in the agricultural economic value chain. Investing in advanced technology and entrepreneurship has the potential to promote business modernization and improve the productivity and profitability of farm businesses. This study assessed agro-investments in small farm business entrepreneurs in the era of the fourth industrial revolution in Mpumalanga province, South Africa. The study objectives were precisely to determine the perception of small farm business entrepreneurs on agro-investment and examine the impact of agro-investment for small farm business entrepreneurs in the fourth industrial revolution. The questionnaire used in this study employed structured and semi-structured questions for data collection, and an aggregate of 235 participants were randomly selected. The results on perception indicate that small farm business entrepreneurs mostly perceive agro-investment in the fourth industrial revolution as not suitable for small farm business conditions; this may be attributed to modern agricultural implements being predominantly manufactured in accordance with commercial sector specifications. The results from the binary logistic regression analysis on the perception of small farm business entrepreneurs in the fourth industrial revolution revealed that gender (P-value = 0.031), level of education (P-value = 0.04), farm size (P-value = 0.048), farming skills and knowledge (P-value = 0.027), farm productivity (P-value = 0.059) and investment opportunities (P-value = 0.057) were significant and influence the perception of small farm business entrepreneurs. The mean and standard deviation were used to assess the degree of severity of impact. From the results, sources of investment, technology, market participation, economic benefits, and government interventions were discovered to be impactful on agro-investment for small farm business entrepreneurs. The key contributions of agro-investments among small farm business entrepreneurs in the technological era embody catalyzed rural development, a diversified inclusive rural economy, and competitive participation in the agricultural food value chain. Another crucial contribution of the study is unlocking and accentuating the potential and opportunities that investors, technology designers, and manufacturers can exploit in small farm business agro-investments. This paper identifies and recommends that the South African government ought to create enabling environments for agricultural investment activities to thrive, especially among small farm business entrepreneurs, thereby providing grant funding and training, and enabling public-private stakeholder linkages.

Corporate governance is gaining interest not only from investors but companies that want to operate in international markets, prompting a more thorough analysis of the field to prioritise stakeholder interests alongside shareholder value. By adopting a holistic approach that considers stakeholders’ diverse needs and expectations, companies can build resilience, foster trust, and create sustainable value for all stakeholders, ensuring long-term success and societal impact. This paper analyses corporate governance principles applied at the international, European, and national levels, emphasising the importance of the field for the stakeholders. The practical approach of the paper analyses the application and compliance of the corporate governance code of 18 companies in the field of financial intermediation and insurance, which are listed on the Bucharest Stock Exchange, underlining the crucial role of transparency of operations in instilling confidence and reassurance in stakeholders. The conclusions present proposals for measures to improve corporate governance practices at the level of companies.

Directive 1937/2019 on the protection of persons who report breaches of Union law became effective very recently. However, Directive 1937/2019 lacks sufficient guidance on the implementation or governance of whistleblowing frameworks. In addition, the existing literature lacks a definition of whistleblowing and whistleblowing frameworks that is appropriate for internal audit and fraud prevention. The purpose of this paper is to address the lack of a definition of whistleblowing and whistleblowing framework appropriate for internal auditing and to guide the roles and responsibilities within an organization to apply and maintain a robust whistleblowing framework. To this effect, the Three Lines Model is used, one of the most recognized theoretical models in effective risk governance and internal audit.

The entrepreneurial ecosystem is quite complicated because of the presence of numerous stakeholders and the inclusion of multicultural and social elements in diverse communities. The role of entrepreneurship education in developing entrepreneurial skills and aptitude has evolved. The collaboration between universities, companies, and organizations in the collaborative online international learning (COIL) approach plays an important role in the entrepreneurial ecosystem to enhance value co-creation. To extend the limited literature on value creation through entrepreneurship education among stakeholders and analyze the entrepreneurial ecosystem from a micro perspective, this study investigated why companies and organizations support universities at the individual, organizational, and institutional levels to foster entrepreneurial ecosystems. Following a global career course using the COIL approach, semi-structured interviews were conducted in person or via Zoom with four representatives of the Embassy of Canada to Japan, Ernst & Young, and Manulife from April to May 2022. The modified grounded theory approach was used to analyze the responses from three institutions. The results showed that students were provided with the opportunity to solve actual issues that the three institutions faced and the students’ perspectives were considered to identify and develop high-quality proposals at the individual, organizational, and institutional levels. The institutional philosophy, organizational engagement and development, and personal development of the representatives of these institutions effectively create values within universities while also forming entrepreneurial ecosystems at Japanese and Canadian companies, organizations, and universities to help build the next generation of leaders. This study has important implications through its contribution to society and the development of an entrepreneurial ecosystem in collaboration with the academic, industrial, and public sectors.

While prevalent in enterprise practice, business development (BD) activities have garnered limited attention within academic circles, leading to a noticeable dearth of discussions regarding their comprehensive understanding and the contemporary research landscape. Previous research has underscored the pivotal role and importance of business development activities in generating new growth opportunities and enhancing dynamic capabilities for enterprises. This article seeks to bridge this academic gap by synthesizing six decades of research literature on enterprise business development activities and tracing the progression of its research trajectory to uncover its complete narrative. Its contributions are manifold: firstly, we intensified the foundational elements of business development research by conducting a meticulous examination of various perspectives and providing insights into former ambiguities surrounding crucial aspects; secondly, it elucidates how contextual factors influence the emergence and evolution of enterprises’ business development activities, highlighting its research significance across different eras; thirdly, it conducts a comprehensive exploration of various research streams within business development and their nuanced interactions across key dimensions. Through these endeavors, this study aims to enrich academic discourse in the domain of business development, establishing a robust academic foundation for subsequent research.

Incorporating circular economy principles into forward-thinking public procurement strategies enhances sustainability through the promotion of resource efficiency, sustainable sourcing, and extended producer responsibility. This approach not only encourages innovation and collaboration among suppliers but also drives the development of solutions aligned with circular economy goals. The ultimate result is a more cost-effective and environmentally friendly outcome in procurement. This article seeks to investigate the intersection of circular economy principles within the framework of an innovative public procurement system. The study explores the influence of globalization on this innovative public procurement paradigm, addressing both the challenges and opportunities inherent in the process. The study conceptualizes Innovative Public Procurement (IPP) as a strategic approach where public entities acquire goods, services, works, and utilities, emphasizing an optimal balance between price and quality. The central goal is to generate innovative benefits for both entities and society, all while minimizing adverse environmental effects. Employing traditional research methods, including the monographic method, document analysis, and comparison, the study illustrates how public procurement practices can be opened to innovators, including start-ups and innovative SMEs. The findings shed light on the challenges faced by these entities in navigating the procurement landscape, while emphasizing the potential opportunities arising from the synergy between innovative procurement practices and the circular economy. By adopting a holistic perspective that considers the full lifecycle costs and environmental impacts of goods and services, procurement decisions can prioritize options offering superior long-term value. This study presents a first attempt to apply and validate the European Foundation for Quality Management (EFQM) Model 2013 as a framework in the context of public administrative services in Greece, and to explore the relationships between the model’s enablers and results criteria. The methodological approach adopted was quantitative research with a structured questionnaire, while partial least squares structural equation modeling (PLS-SEM) was applied to validate the model and test the cause–effect relationships between the enablers and results on a national sample of 155 managers. The results confirmed the reliability and validity of the EFQM Model 2013 in the context of this study and revealed significant relationships between the model’s enablers and results. In addition, the empirical findings of this study may improve our understanding of the underlying relationships between the EFQM model criteria, but should not be generalized, as this study only concerned Greek public administrative services. Finally, this study may provide valuable insights to managers and governing bodies responsible for policy-making about the significance and magnitude of the relationships between the enablers and results criteria so that they can develop strategies to improve the operational and strategic performance of the Greek public administrative services.

This literature review aims to examine the relationship between Green Human Resource Management (G-HRM) practices and various outcomes, including employee green attitudes, employee green satisfaction, client green satisfaction, employee green behavior, and organizational green performance. We reviewed existing literature on G-HRM practices and their impact on the selected outcomes. The review process involved the identification of articles through a systematic search in Scopus and Web of Science databases from January 2013 to December 2023. The search retrieved 2142 citations; of them, a total of 17 articles were deemed eligible for this review. The reviewed literature provides good evidence supporting a positive predictive relationship between G-HRM practices and employee green attitudes, employee green satisfaction, client green satisfaction, employee green behavior, and organizational green performance. However, there is a notable gap in studies exploring the influence of G-HRM practices on employee and client satisfaction. Overall, G-HRM practices emerge as a crucial tool for fostering environmentally conscious attitudes and behaviors among employees, ultimately contributing to enhanced employee satisfaction and improved organizational ecological performance. Future research should pay attention to the mechanisms underlying these relationships and explore potential moderating factors to enrich our understanding of the interrelated dynamics between G-HRM practices and sustainable outcomes.

The wine sector contributes significantly to economic, environmental and social development. In Portugal, the Setúbal Peninsula is one of the fourteen wine regions. Operated by numerous local businesses in a rural area, the wine industry generates enhanced value and provides jobs in the region. The main purpose of this research is to study the wine sector in the Setúbal Peninsula, Portugal, in the context of the COVID-19 pandemic and propose a roadmap, which includes strategic mitigation options regarding the impacts of the crisis. This study is based on qualitative data collected through in-depth interviews and focus group interviews. The results show that the wine sector presents a tendency toward concentration with the emergence of producers with scale and notoriety at a national level who, due to the greater dynamism of their activity, have sought international markets of great dimension and with a purchasing power, which values quality products. Finally, a business model is proposed, where companies are advised to offer competitive value propositions, which capitalize on the uniqueness of national grape varieties and traditional production processes in order to offer high-quality products at competitive prices on the global market.

Due to the working conditions imposed by the COVID-19 pandemic, teleworking also known as remote work has witnessed an increase in use, prompting a resurgence of interest in the topic among researchers. This article analyzes the evolution of literature before, during, and after the pandemic, as well as the research foci through an application of the antecedents, decisions, and outcomes framework. A systematic literature review methodology was employed using the evidence from 136 articles from 2016 to 2023. This review is about ‘telework literature in business, management, and accounting areas published in English’. Opportunities are identified for future studies and the findings afford managers with the advantage of understanding the crucial dimensions of telework. The bibliometric analysis revealed the significant impact of the COVID-19 pandemic on the widespread acceptance of teleworking globally, accompanied by a surge in studies on this subject. Additionally, the study provides deeper insights into the progression of teleworking literature since 2016 and organizes the various topics explored in this field.

An organization’s human resource management practices are essential for its competitive advantage. This study specifically examined human resource (HR) practices that predict corporate performance (employee turnover and firm sales) based on a backpropagation neural network (BPN)-based causality analysis. This study aims to test how to optimize human resource practices to improve organizational performance. This study elucidated the effect of HR practices and organizational-level factors on predicting employee turnover and firm sales. The BPN-based causality analysis revealed the relative importance of explanatory variables on firm performance. To test the model, it employed the Human Capital Corporate Panel open data on Korean companies’ HR practices and other characteristics. The analysis identifies causal relationships between specific HR practices and firm performance. The results show that compensation-related HR practices are most influential in predicting firm sales and employee turnover. Moreover, training-related HR practices were modest, and talent acquisition and performance management practices had relatively weak effects on the two outcomes. The study provides insights into how human resource practices can be optimized to improve firm performance and enhance organizational effectiveness. The findings of this study contribute to the growing body of research on the use of machine learning in HR management and suggest practical implications for managers’ insights to optimize HR practices.

The relationship between the effective management of supply chains and overall organizational success is not fully explained in the literature. The differences in the effectiveness of supply chains as well as the corporate social responsibility (CSR) of supply chain companies in North America, Europe, and Asia Pacific are not broadly studied. This article attempts to bridge that gap in the literature using data from the Gartner Supply Chain Group, Brand Finance, American Consumer Satisfaction Index, and Bloomberg Finance. Pertinent statistical tools including multiple regression, ANOVA, t-tests, and chi-square tests were utilized in the study. SCM top performers were found to have higher customer satisfaction than their industry counterparts; supply chain variables used currently do not have a statistically significant impact on the overall success of those companies; North American companies have experienced significantly higher supply chain effectiveness than their counterparts in Europe and Asia Pacific; and European supply chain companies are significantly ahead of companies in America and Asia in the area of CSR. The findings can help managers in companies to benchmark with their global peers. The main contribution of this research is that it demonstrates the value of supply chain effectiveness while underscoring the need for further research to link supply chain effectiveness with organizational performance. Supply chain managers need to explore operational or internal process metrics that have a more significant impact on overall company success.

This research is a reflection on the new challenges in former European communist countries in three areas of gender equality. The analysis employs the gender disparity index (GDI), which encompasses life expectancy, education, and income indices, each equally weighted by gender. The former communist states are categorized into two clusters: the first comprising European Union (EU) member states, and the second consisting of non-EU member states or those in the integration process. The findings indicate pervasive gender-based inequalities across the former European communist bloc. This study offers critical insights for countries seeking EU accession, highlighting the need for targeted policies to address gender disparities in multiple domains. Contrary to the hypothesis positing a connection between feminine cultural values and gender egalitarian practices, the data do not support this assertion. The implications of this research are particularly pertinent for aspiring EU member states, who must navigate issues of monopolism while striving to establish effective principles of business efficiency.

Increasingly, good quality and safe working conditions that promote employee health are expected by stakeholders. The aim of this study is to examine the extent and quality of occupational health and safety (OHS) reporting in the Top 100 companies listed on the Australian Stock Exchange (ASX). Method: Publicly available annual reports from the Top 100 ASX companies were reviewed using a policy scorecard against five dimensions drawn from the Australian Work Health and Safety Strategy 2012–2022. The dimensions were: OHS information, legislation, leadership, work health disorders, prevention and best practice. Results: Mean rank scores of high and low-risk industry sectors were compared. High-risk sectors provided more explicit coverage of OHS information across all five domains in comparison to low-risk sectors (p > 0.05). The Information Technology sector scored the lowest across all five dimensions. Conclusion: Higher quality reporting from those in high-risk sectors may be influenced by stakeholder expectations, as well as industry norms. The current analysis suggests that relying on stakeholders to drive improved reporting may be problematic, as those industries that are perceived to have a low OHS risk profile may not consider the need to provide transparent reporting on their strategies to ensure they are providing good quality working conditions.

This study focuses on digital operational knowledge belonging to natural persons and proposes a greenfield approach to differentiate the value of intangibles from that of human intellectual capital. Our research approach involves two assessments. Assessment 1 evaluates intangible assets using the internally generated goodwill (IGG) measure. We analyze time-series IGG data for six digital sectors, using the top 90 software-as-a-service (SaaS) companies as a benchmark. The results indicate that the IGG of the SaaS benchmark is higher than the total IGG of the six sectors. Assessment 2 focuses on the correlation between digital labor investment and digital investment returns before and after 2013 for the six sectors to identify positive and negative correlations from 2013 onward. The results indicate that, since 2013, a qualitative change has occurred in digital labor capital that has not been reflected in financial statements because of accounting distortions and that the returns on investment for digital labor have been underestimated. The standalone valuation of digital know-how that belongs to natural persons, previously based on operating expense, will be based on capital expenditure. In addition, amortization will have the same contribution as depreciation of tangible assets to value creation.
